Either you actually painted that, or that's one really fancy and impressive filter! Which is it? Looks awesome.
Neither, technically. It's a bit of software called 'Dynamic Auto Painter', which simulates actual painting following a template based on an actual painter or movement, composing the image using lots of layered brushstrokes rather than directly manipulating the pixel data. It's pretty cool when it works, and horribly tacky-looking when it doesn't!
Well, that and Photoshop for the compositing, obviously. :3
